Torture attack sent Portland teen to jail; Oregon criminal justice reform got him and others out
Blue Kalmbach entered a guilty plea in Multnomah County Circuit Court on Aug. 20, 2014, after using a box cutter to carve a swastika into a teen’s forehead.
